General Information


The Act respecting the Autorité des marchés publics (LAMP) mandates the Autorité des marchés publics (AMP) to oversee all contracts of public bodies, including municipal organizations.

The provisions of this law for complaints regarding public contracts are effective from May 25, 2019, introducing a complaint mechanism during the posting period of call for tenders.

Each public body must establish a complaints process. For Ville de Montréal (i.e. the boroughs and central services), this process will be under the responsibility of the Comptroller General.

Furthermore, the LAMP mandates the Inspector General of Ville de Montréal to exercise the functions and powers of the AMP for Ville de Montréal and related organizations, as well as the Autorité régionale de transport métropolitain (ARTM), the Communauté métropolitaine de Montréal (CMM) and non-profit organizations subject to the Act.

To help and guide you through the process, the following questions have been designed to address the different issues and help you identify the form to be completed.

Based on the nature and circumstances of the declarations, the Inspector General may decide, in a transparent manner, to treat them according to their mandate or according to the functions and powers devolved by the LAMP. The objective will be to ensure appropriate treatment to carry out the necessary verifications and investigations, favoring the denunciators or complainants' rights.
