Summary
The Office of the Inspecteur General (OIG) publishes its mid-year report for 2025. It contains investigations concerning irregularities observed in City of Montreal procurement processes or in the execution of a City contract. The lack of knowledge and experience among municipal staff, as well as the absence of documentation, explain these irregularities in the contracting process. These gaps can be addressed through the OIG training program.
The report also highlights sound practices promoted by business units, along with a new OIG initiative rooted in integrity and compliance.
In addition to public reports, the Office will produce preventive recommendations reports. These will focus on vulnerabilities that do not amount to clear violations of the normative framework but offer potential for improvement. This new type of report will include recommendations aimed at reducing risks and showcasing sound management practices.
The implentation of preventive recommendations reports serves an educational and preventive purpose. It is based on a rigorous and agile approach aimed at promoting free competition in markets.
