Call for tenders – Purchase of a snowblower in the Verdun borough, filed on August 18, 2014

The technical specifications in the contract documents limited the competition to two suppliers and reproduced errors from a previous call for tenders that were not corrected, one of which contributed to the withdrawal of one of the parties that obtained the tender documents. The absence of key City personnel during the tender period prevented the evaluation of products proposed by two suppliers for the purpose of an addendum. It was recommended that the call for tenders be cancelled, that a new call for tenders be launched and that the technical specifications be prepared without the use of specific brands or product models.
