Report and recommendation concerning public call for proposals 1111368002, filed on September 12, 2014

Several irregularities were noted in the sale process for a property in Old Montréal following a first call for proposals in 2005, subsequent negotiations in 2008 and 2009 and the second public call for proposals in 2012. Certain best practices were not followed, particularly due to the presence of members of the technical subcommittee at the selection committee’s deliberations during the second call for proposals. It was recommended that the second call for proposals be cancelled and that a new public call be launched.
