Report on the various contracts awarded to 11073192 Canada Inc. and the involvement in the award and performance of these contracts of a person ineligible for public contracts

Summary

Na-Sa was awarded six contracts by Ville de Montréal. This company is owned by the spouse and son of Excavation Anjou’s president. He and his company are no longer eligible for Ville de Montréal contracts and subcontracts until March 22, 2022. The Office of Inspector General’s investigation revealed that Excavation Anjou’s president had worked for and given advice to Na-Sa and its officers in the performance of Ville de Montréal contracts, in addition to revealing intertwined personal and business relations between them, in particular through the sale and leasing of equipment and commercial space at favourable prices. Pursuant to section 16 of the by-law on contract management and section 57.1.10 of the Charter of Ville de Montréal, the Inspector General is rescinding the three contracts awarded to Na-Sa by Ville de Montréal, where the investigation revealed direct involvement on the part of Excavation Anjou’s president, and is recommending that the three other contracts also be rescinded.
